A small field test for a very large idea.

Project Agora was the working name for an exploration of AI-assisted public understanding and accountable decision-making. The Maui mayoral guide became its first field test. Collective Signal names the broader institution the work points toward: many independent inputs becoming a clearer public signal.

Maui is not a convenient abstraction. It is a community where public decisions, incomplete records, historical context, personal relationships, economic pressure, disaster recovery, and strong competing narratives intersect. If the methodology cannot remain useful and fair at community scale, it will not deserve global scale.

• Not a replacement for journalism, scholarship, public agencies, or lived experience.
• Not a popularity contest or public-opinion aggregator.
• Not an AI system that quietly decides what people should believe.
• Not limited to elections, politics, or government.

The same approach could eventually organize understanding around disasters, policies, public figures, companies, scientific questions, conflicts, markets, places, and fast-changing events. Each signal would share a common evidence model while preserving the methods and expertise appropriate to its domain.

Collective Signal is an independent early-stage public-interest initiative. Its name, charter, methodology, governance, and technology are under active development. The site is intentionally candid about that incompleteness.
